Should drug-addiction entail legal prosecution?
In the modern world there is a number of the global problems connected with threat to mankind, demanding attention of all world community and acceptance of daily measures for their permission. These are environmental problems, the international terrorism, demographic development, threat of nuclear warfare and providing the world, etc. To such universal problems, it is possible to carry also a problem of drug addiction (narcological dependence). Studying world history, it is possible to claim that drugs (drugs) can be regarded as "weapons of mass destruction" by means of which the whole states and the people submitted. (So, the powerful Chinese empire in the XIX century was turned into a semi-colony. Distribution of opium in the country) was one of the reasons of that. It managed to achieve at the expense of the destructive power of narcotic substances which caused strong psychological and physical dependence. It was a consequence moral depravity and physical destruction of the population.
Today society (mostly youth) suffers from such types of drug addiction as alcoholism, tobacco smoking, from the hemp use (hashish, marihuana), psychoactive agents (opium, morphine, heroin), cocaine, the modern synthesized drugs (for example an acid, amphetamines and ecstasy). Fight against drug addiction is conducted, first of all, at the legislative level: practically in all countries tough criminal sanctions for production, transportation and distribution of a number of drugs are provided. However because of failures "wars with drugs" (English War on drugs), in restriction of deliveries, repressions against consumers of drugs today the question "Should drug-addiction entail legal prosecution" is actual?
I agree with some recommendations of the Global Commission on Drug Policy (GCDP), according to which:
- Instead of criminal prosecution and punishment of the people using drugs to offer the medico-preventive help and treatment by that who needs them.
- To encourage introduction of experimental models of legal regulation of drug trafficking by the states (for example, hemp) with the purpose to undermine power of organized crime and to protect health and safety of citizens.
- The countries have to concentrate repressive measures on fight against violent crimes of organized criminal structures and large drug dealers to reduce the damage caused to society by the illegal market of drugs.
Also it is specified that the states need "to make investments in economically effective and evidence-based measures for decrease in demand for drugs and the harm done by them".
Besides criminal prosecution one of the strategic directions of policy on fight against drugs is promotion of a healthy lifestyle and organization of events on prevention of drug addiction.
In my opinion, you shouldn't legalize the use and storage of the majority of drugs, to stop prosecution of small drug dealers, to simplify regulation of sale of drugs. It will result in bigger availability of drugs and their unlimited consumption.
Thus, it is possible to draw a conclusion that criminal prosecutions and repressive measures are necessary concerning producers of the drugs and drug dealers extending drugs. However you shouldn't spend funds, time and forces for the fight which isn't bringing results. It is better to provide treatment of patients, to organize prevention of drug addiction. Possibly and introduction of experimental models of legal regulation of a turn of some drugs by the states but to do it not everywhere.
